The Consultation Salon on the Establishment of a fair, just, separate and transparent market environment was held by the Analytical Instruments Branch of the China Instrumentation Society. Leaders such as Guan Yafeng, chairman of the Analytical Instrument Branch of China Instrumentation Society, Liu Changkuan, Secretary-General of the Analytical Instrument Branch of China Instrumentation Industry Association, Cao Naiyu, attended the salon. Zhou Zhiheng, deputy Secretary-General of the Analytical instrument Branch of China Instrumentation Society, presided over the salon. More than 40 people from dozens of analytical instruments, laboratory equipment and physical performance testing instruments, representatives of core parts manufacturers, and representatives of some analysis and testing units from across the country participated in the salon.
This network has sorted out the application reasons for the purchase of imported instruments in some public government bidding procurement, involving analytical instruments, online analytical instruments, laboratory equipment, life science special equipment and physical property testing instruments. From the perspective of these procurement reasons, the purchaser either simply believes that the stability and reliability of domestic instruments do not meet the requirements, or tries to explain that domestic instruments cannot be purchased through a series of clear parameters or functional limitations.
Domestic scientific instruments, especially private scientific instruments enterprises have basically developed from the 1980s, with a short time and a thin foundation. The participants generally believe that compared with imported products, domestic scientific instruments have a certain gap on the whole, and therefore, high-end laboratories in government procurement rarely see domestic scientific instruments. But now, even at the county level and below, are beginning to explicitly require the purchase of imported instruments.
The participants generally believe that domestic instruments have encountered no small discrimination in government procurement. "Now the discrimination against domestic instruments is getting heavier and heavier." Dandong Baxter general manager Dong Qingyun said. "There is a gap between domestic instruments and imported products, but in the user, the gap is amplified." As for discrimination against "domestic" countries, examples of delegates at the conference were readily available. A representative who has had experience in the maintenance of foreign instruments said that if there is a failure of imported instruments, users will think that it is normal, the world's best products fail, it should be, and domestic products fail, users will quickly label domestic instruments: domestic instruments are not good.
The participants put forward constructive suggestions based on their own environment and actual cases. Some opinions and suggestions have been preliminarily sorted out as follows:
1. Define the strategic significance of scientific instruments
Scientific instruments are related to the level of scientific research, aviation, aerospace, military and other high-tech, but also related to food safety, food security and environmental security and other national economy and people's livelihood. The development of domestic instruments has in fact contributed to the continuous lowering of imported instruments, and the technology and price monopoly has also been broken. Therefore, we should think and formulate policies for the development of domestic instruments from a strategic height.
2. The word "import" should never have existed
The use of the word "import" in the tender directly restricts the participation of domestic enterprises in the competition, which is unfair. Users can make procurement requirements according to their own needs, but should not be purchased "imported" or "domestic". It is therefore proposed to limit the words "imported" and "domestic" in tenders.
3. Metrological certification and other verification requirements should be treated the same inside and outside
Domestic instrument enterprises need to pass measurement certification, including a number of strict requirements such as on-site assessment, while imported instruments do not need this assessment. It is recommended that imports and domestic enterprises should be treated the same in terms of measurement certification. In addition, in some verification regulations, there are differences between imported and domestic standards. Verification regulations should be in line with international standards, and everyone should compete under the same rules.
4. Tenders should be written from an application perspective
Many of the current tenders have stated the requirements for some special functions of the instruments to be purchased, which not only restricts domestic enterprises, but also restricts foreign enterprises that do not have these special functions or configurations. The special index is obviously unfair, and the procurement bid should indicate what items the purchaser wants to test, what the sample is, what standards to refer to, and what the detection limit requirements are, rather than writing parameters and configurations.
5. Can we give subsidies to purchasing units using domestic instruments
Domestic instruments and imported instruments generally have a large difference, some representatives suggested that because the purchase of domestic instruments and save funds, this part of the funds should be given to the purchase of domestic instruments to encourage users to buy domestic instruments.
6. Strengthen the review and supervision of procurement tenders
The delegates suggested that senior expert resources in the industry should be organized to strengthen the review of procurement tenders, and the supervision of the disconnect between demand and purchased products in procurement. In this regard, associations such as societies should play a role.
7. Strengthen the publicity and guidance of public opinion on domestic instruments
The representative believes that there are still shortcomings in the publicity and promotion of domestic instruments, and the social environment also has misunderstandings about domestic instruments. On the one hand, domestic instruments should strengthen publicity and promotion, on the other hand, the public opinion environment should also form attention to domestic instruments.
8. Strengthen exchanges between enterprises and promote horizontal cooperation
Domestic instrument enterprises have a short development time, the individual force is relatively weak, should strengthen the mutual exchange and cooperation between the industry, by the society and other organizations to promote this work, the formation of group advantages.
9. Invite researchers to use domestic instruments to do research, write papers, and play a leading role
Expert researchers have the role of opinion leaders, and participants suggested that relevant policies should be introduced to encourage researchers to use domestic instruments for research.
10. Work with experts and compare instruments
The representative believes that the industry should strengthen cooperation with experts, establish a domestic scientific instrument verification platform, through the instrument comparison experiment, on the one hand, you can find the gap between imported and domestic instruments, help enterprises improve products, on the other hand, but also to provide more users with fair and authoritative data, prove the reliability of domestic instruments, forming an impact on users.
11. Form import restrictions on general government procurement from a policy perspective
Participants believe that high-end users shoulder the mission of cutting-edge research, and it is understandable to purchase imported instruments, but now some county and township users are also purchasing imported instruments, which is completely redundant. Such units should be restricted from the policy to purchase imported instruments, if it is necessary to purchase, then strengthen the approval.
12. There should be competent authorities to promote the development of domestic instrument enterprises
Because of historical reasons, there is no clear competent authority for scientific instruments, and the representative hopes that such a competent authority can take the lead in promoting the development of domestic instruments.
13. Enhance transparency in government procurement
Scientific instruments belong to the field of relatively high threshold, the public's understanding of scientific instruments is not high, and it is difficult to see the problem of its procurement. The transparency of government procurement should be enhanced by making public the experts who issue procurement opinions and giving sufficient time for questioning.
14. Consider a more appropriate time to offer advice
Now, with the trade surplus and so many other concerns, is now the time to write a proposal?
The participants also reflected on the problems caused by the shortcomings of domestic instrument companies. There are a large number of domestic instrument enterprises, most of which belong to small and micro enterprises, and the competition often takes the price war, the greater harm is that the enterprise can not develop, and the overall reputation of domestic instruments is implicated. The participants suggested that the industry should form self-discipline, cherish their own enterprises and products, in the competition, more product performance war, service quality war, rather than price war.
